The nations of the earth panting from the struggle, impoversihed by the unprecedented destruction of wealth, are confronted with a new set of financial, national, and industrial circumstances. Humanity has indulged in a terrible orgy of destruction; it must pay the price. We must enter on a long period of reconstruction—wherein captial will be scarce, interest high, wages and materials costly.

During our period of office, we have seen increases in wealth in trade, in the areas of crops, in banking assets and banking deposits in savings, bank deposits in the number of depositors, in marriages, in births and in immigration. We have built, manned and equipped an Australian navy with our own money, and established an effective defence force.

Australia is about to enter upon the greatest era in her history, this country of ours has come through two world wars and weathered the miseries and hardships of a depression, all in the space of a little over 30 years. Today Australia has become the great bastion of the British-speaking race south of the Equator. Strategically arid economically, our country has assumed a position in the Pacific on behalf of the British Commonwealth of Nations of such importance that development and responsibility go hand in hand.

The battle for progress with security, for social justice with the encouragement and rewarding of enterprise, for peace with a readiness to defend it, for the reaching of a state of life in which material well-being is seen as the foundation for mental and spiritual advancement, is not yet won. But the successes so far achieved are such as to give us high hopes and renewed determination.

Communism in Australia is an alien and destructive pest. If elected, we shall outlaw it. The Communist Party will be declared subversive and unlawful, and dissolved. A receiver will be appointed to deal with its assets. Subject to appeal, the Attorney-General will be em-powered to declare other bodies substantially Communist; to follow the party into any new form and attach illegality to that new association.
