The most important issue in this campaign is Conscription, the conscription of a section of our twenty year old youths, against their wishes and their wills, to kill or be killed in the undeclared, civil war in Vietnam and the threatened extension of conscription to all twenty year olds and other age groups to increase our unwarranted and unnecessary commitment.

No man can place barriers to the future greatness of Australia, nor limits to the achievements of its people. Its destiny should be both great and glorious. The young people about whom I have spoken will be the artificers of that destiny. So let us all go forward in that great crusade to set our country aloft in the blaze of the sun.

Deeply conscious of the grave challenge of the future, Labor presents its well considered programme. We bear the same shield as did Scullin, Curtin and Chifley. We walk in their tradition. We are men of one allegiance only. We have never changed our name. We represent the Australian Labor Party, which is Australian because it is Labor, and Labor because it is Australian. Our flag is the Australian flag which we have never sullied and which we have never raised in an unworthy cause.

On July 14th last Professor Oliphant made a plea for the suspension of nuclear tests. He argued that nuclear tests should be stopped because of the possible danger to world health. He emphasised that the full significance of strontium 90 one of the potentially dangerous isotopes from the fall-out of nuclear tests were not yet known. He, therefore, contended that nuclear tests should stop because of the two possible views about the effects of radiation from tests–one that it was harmful and one was that it was not. The decision made should be the one that is on the side of safety.

The Labor Party pledges itself to take every measure necessary to halt the present disastrous inflation. To do that, a programme is required to stabilise the Australian economy.

The battle for progress with security, for social justice with the encouragement and rewarding of enterprise, for peace with a readiness to defend it, for the reaching of a state of life in which material well-being is seen as the foundation for mental and spiritual advancement, is not yet won. But the successes so far achieved are such as to give us high hopes and renewed determination.

For let there be no mistake - there can be no economic recovery, there cannot be a beginning towards recovery, until there is a national effort towards national reconciliation.

And that effort must begin with the national leadership and the national Government.

Today we have the highest authority, wise judgement, backed by experience and knowledge, who will present us with a scheme acceptable in its principles, practical in its plan, economic in its cost, and, above all, efficient. Australia will then realise it’s inexpressible obligation to this great soldier who, from love of his country, has put his services at our disposal. Larger areas are required for rifle and artillery ranges, and we are in communication with all the States on the matter.

The war of intervention in Vietnam is ending. The great powers are rethinking and remoulding their relationships and their obligations. Australia cannot stand still at such a time. We cannot afford to limp along with men whose attitudes are rooted in the slogans of the 1950s‚ the slogans of fear and hate. If we made such a mistake, we would make Australia a backwater in our region and a back number in history. The Australian Labor Party‚ vindicated as we have been on all the great issues of the past‚ stands ready to take Australia forward to her rightful, proud, secure and independent place in the future of our region.

We believe in the individual, in his freedom, in his ambition, in his dignity. If he becomes submerged in the mass, and loses his personal significance, we have tyranny. And because of this, we believe in free enterprise; not enterprise free of social obligation, but free enterprise in the sense that it embraces free choice, reward for effort and skill, encouragement to grow and be self-reliant, and strong.
