The real decision which the people of Australia are called upon to make at this election is one of values. The Labor Party declares that the immediate task of statesmanship is to overcome the forces which are undermining the moral, social and economic foundations of civilisation.

It affirms that the level of social well-being is the crucial test of economic policy and that peace is an idle dream without social justice between nations and between individuals.

Liberal policies are designed to enable Australians to live free and independent lives in a secure nation. They are policies to promote the enterprise and initiative which will enable people to secure their own future through the rewards of their own efforts. They are also policies of compassion and concern for those in need.

The most important issue in this campaign is Conscription, the conscription of a section of our twenty year old youths, against their wishes and their wills, to kill or be killed in the undeclared, civil war in Vietnam and the threatened extension of conscription to all twenty year olds and other age groups to increase our unwarranted and unnecessary commitment.

Today we are clearly more in tune with the aspirations and outlook of Australians than our opponents. For the greater period of our long term of office the Australian Labor Party has been ravaged by bitter faction fights. Nowhere has this internal conflict been fiercer or more destructive than in the critical field of external security.

This is no ordinary election. It comes at a time when the Government has precariously and unexpectedly survived by one vote for two years. It comes at a time when turbulence and international tension exist nearer to our frontiers than ever before except during the last war; when strength is needed in the voice of Australia; when our country cannot afford to compel its Government to spend a lot of time, week by week, on the problem of domestic political survival.

The program I put down and talked about tonight does offer a different way of doing many things. It’s built on giving people incentive is built on less government and lower taxation. But above all, it is built upon my unshakeable belief that if you give Australians the right encouragement and the right incentive, they can lick anything.

National security is therefore about a proper response to terrorism. It’s also about having a far sighted, strong, well thought out defence policy. It is also about having an uncompromising view about the fundamental right of this country to protect its borders. It’s about this nation saying to the world we are a generous open hearted people taking more refugees on a per capita basis than any nation except Canada, we have a proud record of welcoming people from 140 different nations.

But we will decide who comes to this country and the circumstances in which they come.

Ladies and Gentlemen, your kind reception of me tonight takes me back many years to the time when I landed on the shores of Victoria, a boy of seven years of age, and it makes me proud to think I had the privilege to spend some time amongst such a generous community. Wherever I have gone through Victoria, the protectionists have treated me with unfailing courtesy and kindness, and if the chairman thinks a certain newspaper has an opinion that what I say is not worthy of reading, this magnificent assemblage is a proof that I seem to be worth hearing.

Will you not return men of principle who will uphold the dignity of the Parliament of a continent. An an old Speaker, I appreciate this need. Hope and believe Parliament will not be degraded by vulgarism and disorder. More and better business will be done, if done decently and in order.
